The definition of customs duties:

The customs tariff is refers to a country according to the law of the country, a tax on the import and export of goods on the territory. Tariffs generally belong to the highest tax categories designated by the highest administrative units in the country. 

For the developed countries, tariffs are often the main revenue of the national tax and even the national finance. The government can impose tariffs on all import and export commodities, but import tariffs are the most important and major trade measures.
